Representative Richard Holtorf is a 3rd generation cattle rancher, cattle feeder, and dry land farmer from Washington County, Colorado. Richard joined the Colorado state legislature in January 2020 finishing Kimmi Clark Lewis’ term representing House District 64 due to her unexpected passing. Representative Holtorf was elected to his first term in November 2020 and is now serving in the 73rd General Assembly. He serves on the Agriculture, Livestock & Water committee and the Public and Behavioral Health and Human Services committee.

Richard Holtorf has been the President of Holtorf Incorporated and General Manager of Buffalo Springs Ranch, a diversified cow/calf, cattle feeding, and dry land farm since the passing of his dad, John C. Holtorf Jr, in October 2006. They have raised commercial cattle at Buffalo Springs Ranch since the early 1900s which is historically known for the last sighting of free roaming native Buffalo in Colorado in the late 1860’s. Before serving as President and General Manager, Richard was the Assistant Manager of Buffalo Spring Ranch since returning to the family ranch in 1994 after his first tour of active duty service as an Army Aviator.

Colonel Richard Holtorf served in the United States Army over 29 years both in active and reserve duty. He retired from the United States Army Reserve in September 2016. Colonel Holtorf served in the US Army approximately 11 years active duty and 18 years National Guard/ Reserve duty. He served five overseas tours including two combat tours in Afghanistan in support of Operation Enduring Freedom. Colonel Holtorf served at every level of command through battalion command and in staff assignments at the battalion, brigade and division level. Colonel Holtorf served as an aviation officer in operational aviation assignments flying UH-1H, AH-1F and AH-64A aircraft. He also supported aviation maintenance, officer training, combat mobilization, military advisor, senior level Army liaison missions in support of Coalition and NATO operations around the world.

Representative Holtorf, a strong supporter and voice of Agriculture, serves on the Agriculture and Public Health committee in the House Chamber. Some of his other accomplishments serving agriculture include; Washington County Farm Bureau President for over 14 years, served on the Washington County Stockman’s Association Board of Directors and as a Past County President, serving on the Akron FFA advisory committee, and served as the Country Club 4-H Leader in Washington County for over 10 years.
