HJR25-1023 Pulled from Consideration After Strong Opposition from Lawmakers and Voter

(Denver, CO – May 6, 2025) – Minority Leader Rose Pugliese, Assistant Minority Leader Ty Winter, and Representative Ryan Gonzalez responded to Representative Camacho’s announcement that House Joint Resolution 25-1023 will not be coming before the House for consideration, marking a significant victory for Colorado taxpayers and for the principle of voter consent in government taxation and spending.

“The people of Colorado have consistently made it clear: they want the power to vote on tax increases and limit the growth of government,” said Minority Leader Rose Pugliese. “Striking down the Taxpayer Bill of Rights (TABOR) through a taxpayer-funded lawsuit would have been an outrageous abuse of public dollars and a direct attack on the voters’ right to approve tax increases. We are grateful that this dangerous Resolution will be killed on the calendar.”

Strategy of the House Republicans directly led to the defeat of HJR25-1023. This resolution would have directed the General Assembly to use public funds to pursue legal action against TABOR, a constitutional amendment that has consistently earned the support of Colorado voters.

“This resolution was an open door to unchecked government spending,” said Assistant Minority Leader Ty Winter. “TABOR has kept spending in check and forced the legislature to be more accountable to the people. Going against the will of the voters would have meant higher taxes, fewer guardrails, and more government waste.”

“Coloradans are already struggling with rising costs, and now the Majority wants to use their tax dollars to sue them,” said Representative Ryan Gonzalez. “We stood up and said “no”. The people’s voice was heard, and we will continue to fight to protect TABOR and taxpayers’ rights.”

House Republicans remain committed to preserving voter consent in all matters of taxation and to ensuring that government lives within its means, as every Colorado family must.
